1 GENERAL

1.1 Deliverables

Deliverables developed in a CEN-CENELEC Joint Technical Committee (JTC) follow the usual development process as described in detail below. 

1.2 Decision making process

JTC decisions are taken by simple majority on the basis of one vote per country.

2 INITIATION OF THE WORK ITEMS

Creation of JTCs is specified in the CEN/CENELEC Internal Regulations - Part 2, 4.2.1.3.

Proposals for new work items within the scope of a JTC shall be proposed by using the completed NWI form of the lead organization of that WI.

For WIs for homegrown standards to be developed within the JTCs, the Flexible standards development process applies.

In light of the criteria of the Flexible process, due attention should be paid to the planning of the three target dates in the section ‘Project Management’ of the CEN or CENELEC New Work Item form, i.e.:

  • 1st WD (stage code 20.60) - The target date for providing CCMC with a first working draft shall be indicated along with the corresponding duration expressed in number of weeks from the activation of the NWI. This date corresponds to the half of the time planned to dispatch the enquiry draft.
  • ENQ (stage code 30.99) - The target date for providing CCMC with the draft for Enquiry shall be indicated along with the corresponding duration expressed in number of weeks.
  • FV (stage code 45.99) - The target date for providing CCMC with the final draft for Formal vote shall be indicated along with the corresponding duration expressed in number of weeks.
    Operational criteria for the determination of the duration of these stages are to be carefully applied as in the guidance document of the Flexible Process.

The JTC decides by simple majority to propose to the BTs to add this work item to its work programme, either

  • via a CIV or CIB (8-week), depending on the organization holding the JTC secretariat (i.e. respectively, a CENELEC or CEN Member), or
  • at the meeting, provided that the decision is announced with full documentation in due time before the meeting.

The JTC Secretary shall submit the decision to CCMC.

This decision shall include an indication of the WI lead organization: either CEN or CENELEC. The implications of that choice are as follows:

  • The development process, up to and including publication, will follow the rules and procedures of the lead organization, and will be submitted to voting procedures only in the lead organization.
  • The resulting deliverable will bear the dual CEN-CENELEC logo.

CCMC submits the proposal for adding the work item to the work programme of the JTC including the indication for the lead organization to the CEN and the CENELEC Technical Boards (BTs) for formal approval.

Only once both BTs have taken a positive decision on the NWI, the NWI is registered by CCMC in the database (including target dates and durations of the three above milestones for homegrown WIs under flexible process).

If the vote fails in either organization, or in both, the NWI is not processed until the BTs have taken a final decision.

3 DEVELOPMENT OF EUROPEAN STANDARDS

3.1 Drafting

The usual procedure applies.

3.2 Enquiry

CCMC submits the draft to the Enquiry procedure in the lead organization. The other organization is informed that the vote is launched in the lead organization.

During the Enquiry, the Members of the lead organization are invited to vote on the document, answering the question of whether the draft as it is acceptable as a future European Standard. Members are requested to consult all national mirror committees involved and interested parties to define one position.

The vote is taken in accordance with the CEN/CENELEC Internal Regulations – Part 2, 6.2.

For the follow-up the usual process according to the Internal Regulations – Part 2 applies.

3.3 Formal Vote

Once the document is ready for Formal Vote, CCMC submits it to the Formal Vote procedure in the lead organization. The other organization is informed that the vote is launched in the lead organization.

During the Formal Vote, the Members are invited to vote on the document, answering the question of whether the document is acceptable as a European Standard. Members are requested to consult all national mirror committees involved to define one position.

The vote is taken in accordance with the CEN/CENELEC Internal Regulations – Part 2, 6.2.

If the Formal Vote is positive, the document is ratified and made available as European Standard with the logos of CEN and CENELEC.

If the Formal Vote is negative, it is up to both BTs to decide on the way forward, based on the JTC recommendation.

4 DEVELOPMENT OF TECHNICAL SPECIFICATIONS AND TECHNICAL REPORTS

4.1 Drafting

The usual procedure applies.

4.2 Voting

CCMC submits the document to the voting procedure in the lead organization. The other organization is informed that the vote is launched in the lead organization.

The Members are invited to vote on the document, answering the question of whether the document is acceptable for publication. Members are requested to consult all national mirror committees involved to define one position.

The vote is taken in accordance with the CEN/CENELEC Internal Regulations – Part 2, 6.2.

If the vote is positive, the document is made available as a publication with the logos of CEN and CENELEC.

If the vote is negative, it is up to both BTs to decide on the way forward, based on the JTC recommendation.

5 SUBMISSION OF REPORTS TO BT

JTCs shall submit reports to the CEN and CENELEC BTs after each plenary meeting.

6 LIAISON WITH EUROPEAN ORGANIZATIONS

CEN-CENELEC Guide 25 applies.

European organizations may participate in JTCs as observers. They shall submit an application for participation to CCMC which forwards it to the relevant JTC. The latter decides on acceptance of the request. The JTC Secretary shall submit the decision to CCMC for subsequent endorsement by both BTs.

7 USE OF ELECTRONIC PLATFORM

The Member holding the JTC Secretariat decides which platform to use for the distribution of documents and JTC internal balloting/decisions by correspondence (SD Docs/eBalloting Portal or Collaboration Platform).

For voting on Enquiry and Formal Vote drafts, the voting system of the lead organization for the specific WI is used.
