This gives the guidelines for a CEN Registration Authority.
1 DEFINITION
Competent body assigned by the CEN Technical Board with the task of implementing the requirements of a European Standard when the said requirements involve the assignment and registration of unique, unambiguous names according to the procedures described in the European Standard.
2 PROCEDURE ACCEPTING ORGANISATIONS AS A CEN REGISTRATION AUTHORITY
- A CEN Technical Committee (TC) or Subcommittee (SC) developing a European Standard (EN) that will require a registration authority shall inform the CEN-CENELEC Management Centre (CCMC) at an early stage in order to permit any necessary negotiations and to allow the Technical Board (BT) to take any decision in advance of the publication of the EN.
- The TC or SC shall nominate a competent body to undertake the function of the CEN Registration Authority and submit this nomination to CCMC for consideration. (Should the TC or SC be unable to agree on a competent body then the decision can be taken instead by the BT).
- CCMC shall consider the nomination from the TC or SC and consider its competence as a Registration Authority.
- The decision of the TC or SC and the advice of CCMC shall be forwarded to the BT who shall make the final decision concerning the acceptance of the proposed organization as a CEN Registration Authority.
3 REQUIREMENTS OF THE CEN REGISTRATION AUTHORITY
CEN Registration Authorities should be qualified bodies acceptable within Europe or internationally.
Registration bodies should be required to indicate clearly in their operations that they have been designated by CEN (for example, by including the appropriate wording in the letterhead of the designated body).
Registration functions undertaken by the CEN Registration Authority under the provisions of the relevant EN shall require no financial contribution from CEN or its members. This would not preclude, however, the charging for services provided by the registration authority if duly authorized by the BT.
