Development of CEN Deliverables

CEN produces a set of deliverables - differing in the levels of transparency, consensus and approval required before issue – offering a flexible means to meet market needs for technical requirements and information. Amongst these, the European Standard (EN) is the major deliverable, besides which CEN produces other publications with  different objectives, such as the  Technical Specification (CEN/TS), the  CEN Workshop Agreement, the Technical Report (CEN/TR), and the CEN Guide.

Particular aspects to be taken into account when drafting European Standards

• Particular attention has to be paid to normative references - see GD 'Normative References'
• When a draft standard revises a previous edition, the significant change towards the revised edition needs to be identified - see GD 'Identification of significant technical changes in revised European Standards'
• When attempting to reach consensus on the technical content of an EN, TCs need to recognize that more than one technical solution might exist.
• The information related to the preparation and the acceptance of all new graphical symbols to be used in ENs has to be taken into account - see GD 'Graphical symbols'
• If a CEN Member is confronted with a situation where it has to implement an EN that is not compliant with the legislation of its country, it can request an A deviation - see GD 'National regulations – Possible conflict with CEN work'
• European Standards for citation in the Official Journal have to follow some specific requirements - see 'Drafting European Standards for citation in the Official Journal'
• For some economic sectors, it might be useful to develop additional requirements and/or specific guidance on the implementation of EN ISO 9001 - see GD 'Additional requirements to EN ISO 9001'
• For product standards, the drafter shall take into account the CEN policy on conformity assessment as well as environmental issues - see GD 'CEN approach on addressing environmental issues in product and service standards'
• The drafter of European Standards has to keep in mind the particular needs of specific stakeholders - see CEN-CENELEC Guides 6, 11, 14 and 17.
