Avoidance of duplication of work where electrotechnical and non-electrotechnical sectors have technical subjects in common.
CEN/BT and CENELEC/BT
Establishes standard(s) within the given scope, in line with the relevant CEN and CENELEC Technical Board decisions.
The secretariat of a Joint Technical Committee is allocated to a CEN or CENELEC member.
Voting rights are restricted to CEN and CENELEC members.
5.1 Composed of CEN and CENELEC representatives and open to all CEN and CENELEC members, on the basis of only one common delegation per country with representatives appointed by the members of CEN and CENELEC in that country.
When forming their delegations, CEN and CENELEC members ensure that all interests affected by the work are properly taken into account.
5.2 European organizations may participate as observers. They shall submit an application for participation to CCMC which forwards it to the relevant Joint Technical Committee. The latter decides on acceptance of the request. The Secretary shall submit the decision to CCMC for subsequent endorsement by both Technical Boards.

5.3 A Joint CEN-CENELEC Technical Committee is led by a Chair.
6.1 CEN-CENELEC Joint Technical Committees are set up by both Technical Boards. The CEN-CENELEC Presidential Committee is informed thereof.
This procedure applies where both CEN and CENELEC have technical subjects in common. The procedure is normally applied if no competent CEN or CENELEC technical body exists.
It may also be applied if one organization or both already have a competent technical body in operation. In this case, both Technical Boards decide on the transfer to the Joint Technical Committee of any pre-existing item on the work programme of a technical body falling within the scope of the intended joint work. If a pre-existing technical body is dealing solely with the intended joint work, it should be disbanded upon the creation of the Joint Technical Committee.
6.2 The Chair is nominated by the secretariat and appointed by both Technical Boards.
6.3 Working group convenors are appointed by the Joint Technical Committee.
7.1 Both Technical Boards decide the scope, field of activity and the work programme. Where agreement cannot be reached the issue is referred to the CEN-CENELEC Presidential Committee.
7.2 The Joint Technical Committee should set up working groups.
7.3 The Member holding the secretariat of the Joint Technical Committee decides which platform to use for the distribution of documents and committee internal balloting/decisions by correspondence (Livelink/eBalloting Portal or Collaboration Tool).
7.4 Joint Technical Committees take decisions by simple majority on the basis of one vote per country.
7.5 From the start, for each work item, the lead shall be allocated by both Technical Boards to either CEN or CENELEC and indicated in the work programme of the Joint Technical Committee.
7.6 Joint Technical Committees decide by simple majority to add work items to their work programme, including indication of the lead organization. This decision shall be approved by both Technical Boards.
The NWI is registered by CCMC in the central database only once both Technical Boards have taken a positive decision on the NWI.
If the vote fails in either organization, or in both, the NWI is not processed until the relevant Technical Board(s) has/have taken a final decision.
7.7 Work results of Joint Technical Committees are submitted to the lead organization for enquiry, voting, ratification and publication according to its rules and procedures.
For voting on Enquiry and Formal Vote drafts, the voting system of the lead organization for the specific WI is used.
Information about submission of drafts to procedures is to be provided to the non-leading organization.
7.8 The cover page of any (draft) publication resulting from joint work (Mode 5 of cooperation)
• shall bear the logos of both organizations;
• shall refer to exploitation rights for the Members of both CEN and CENELEC.
